From the Virginia State Police press release:
On the night of February 18, 1994, a 1993 Tomos moped was traveling eastbound on Route 22, Louisa Road, approximately 8/10 of a mile west of Route 33 at Trevilians, when the driver lost control and ran off the right side of the roadway. The moped and the driver came to rest in the roadway. Shortly after the crash, an eastbound vehicle, possibly a Nissan or small low-riding pickup truck, struck the victim and left the scene.
At 10:26 p.m., Virginia State Police responded to the scene and found the victim, John M. Banks, 34, deceased. The State Police Accident Reconstruction Team assisted in the investigation and evidence collection. Several witnesses were interviewed and leads were developed. John was returning home after leaving Brooks Auto. John left behind two teenage children at the time of the crash and he would be 51 years old this year.
Over the past 16 years, the Virginia State Police has continued to follow up on all information received in this case. Trooper R. L. Shively is currently assigned the case. The Louisa County Crime Solvers is offering up to a $1,000 reward for information that leads to an arrest in this case. All information is confidential.
